US troops invade Mindanao

US military facilities 'temporary'

A US Embassy official admitted that the American government has commissioned the construction of facilities across Mindanao for US soldiers, but insists the projects are not permanent military bases.

Karen Schinnerer, US Embassy deputy spokesperson and deputy press attaché, said the American construction projects are for "medical, logistical and administrative services" to be used by the American soldiers. She said the structures are "definitely not permanent US bases."

US soldiers will use the facilities only on a temporary basis for them to "eat, sleep, and work," she said.

Schinnerer was reacting to an exclusive story by The Manila Times, which reported Monday that the US is building a host of projects across Mindanao worth at least $14.4 million (about P662 million). The Times cited a report by the Bangkok-based Focus on Global South, an international research institute that monitors US military activities in the Philippines.

Referring to the facilities, Schinnerer said, "It has to do with support of military projects. There are absolutely no permanent facilities."

Earlier on Friday, an official from the Philippine commission on the Visiting Forces Agreement said that the US was not building bases but living quarters for troops training local soldiers.

On Monday, Secretary to the Cabinet Ricardo Saludo echoed the denials about the existence of military facilities in Mindanao. The only structures being built by American forces were roads, clinics and classrooms and not military facilities, he said.

The Focus on the Global South report suggests more than that, however. In fact, construction of military facilities is ongoing in Jolo, Tawi-Tawi and Maguindanao.

And as Schinnerer said, there are facilities—however, they are temporary quarters and not a military base. She added that the US government does not even have plans of leading any kind of military operations against rebels in Mindanao.

Schinnerer said the US troops are in Mindanao upon the invitation of the Philippines.

"We will work with the AFP [Armed Forces of the Philippines] as it is by invitation of Philippine government to work beside them we work on the medical services," she said, adding that the project has been contracted privately.

The Focus on Global South reported that on June 6, 2007, the US Naval Facilities Engineering Command (NAVFAC) awarded a six-month, $14.4-million contract to a certain "Global Contingency Services LLC" of Irving, Texas, for "operations support" for the Joint Special Operations Task Force-Philippines (JSOTF-P).

According to its website, the engineering command is the unit within the US military in charge of providing the US Navy with "operating, support and training bases." It "manages the planning, design, and construction and provides public works support for US Naval shore installations around the world."

Among the NAVFAC's business lines are "bases development" and "contingency engineering."

Global Contingency Services is a joint venture between DynCorp International, Parsons Global Services, and PWC Logistics. The $14.4-million deal is actually part of a $450 million, five-year contract for Global Contingency Services to "provide a full range of worldwide contingency and disaster-response services, including humanitarian assistance and interim or transitional base-operating support services.

A group of professional people posed this question to a group of 4 to 8 year-olds, "What does love mean?" The answers they got were broader and deeper than anyone could have imagined.

Upon seeing the man cry, the little boy went into the old gentleman's yard, climbed onto his lap, and just sat there.

When his Mother asked what he had said to the neighbor, the little boy said…

"Nothing, I just helped him cry"

When there is nothing left but God, that is when you find out that God is all you need.

THE ART OF DISRESPECT
Prof. Marcia Roliza M. del Mundo

As of today, disrespect moves the world. I had the privilege of watching a Tanghalang Ateneo’s students’ production, “Middle Finger Po ”. The message is disturbing: respectable institutions have failed to instill values among the young generation, prompting them to disrespect the sysrem. Disrespect then becomes an avoided value, an act to be scorned.

But there is something gained in being disrespectful: there is bveauty in disrespect. In fact. Disrespect is human nature. The world, both for better or for worse, is founded by disrespect.

As a literature buff, I have spend a great deal burying my nose on books on literary, philosophical, even political movements that have swept the world and turned it upside down. One prevalent theme which seems which seems to strike across all these movements is that they have all been disrespectful. (Feminism, for example, is a form of disrespect – a rejection of the discrimination and the dominance of patriarchy.)

Scandal and disrespect go hand in hand. We are scandalized because a code of conduct has been violated and disrespected by an individual. Moreover, scandalous acts have two important functions: they expose limitations yet also opens the possibility for new things to emerge; it challenges the norm.

What is actually more dangerous is not our inherent nature to be disrespectful but our inclination to respect something we ought to be scandalized about, to consent and to follow the logic of what is supposed to be illogical.

At the risk of moralizing, I ask: are we not scandalized by the things that are happening in our society? The graft and corruption? The poverty? The cyclical killing of people who do not share the ideologies of the Palace? In light of the coming elections, we might find the same story again: the dagdag-bawas, the violence, the bribery, the fabrications, the lies.

Art enthusiasts say that producing an art is a difficult process. It is not simply a matter of creativity; it is also a new challenge. A process of going beyond the existing conventions to produce something new. The artist is challenged to not only question what has been established but also to forge something new.

Disrespect then is a form of art. It forces us to see a norm for what it truly is, evaluate it on a critical level and locate potential ways by which we could innovate or even challenge it. Disrespect as a form of art engages the artists in us; it challenges the critical power of our minds and the creative potential in our hands.
